Preheat the oven to 350 degrees. Add parchment paper to a baking sheet.
Blend one cup of the rolled oats in a blender or food processor. You're turning it into flour. Set it aside.
Mash the bananas with a fork in a large mixing bowl. Add the oat flour, the rest of the rolled oats, cinnamon, baking soda, salt, and maple syrup. Stir to combine. Fold in the raisins.
Scoop out 2 T per cookie and form into balls. Put the balls on the prepared cookie sheet, but don't overcrowd.
Put the cookie sheet into the oven and bake. The cookies should be golden brown and just barely set to the touch. This will take about 16-20 minutes.
Take the cookies out of the oven and cool for at least 15 minutes.
