Instructions
Make the cupcake batter according to the directions on the box.
Place the flour on a cookie sheet and bake it for 5 minutes, then let it cool completely.
To make the frosting, beat the butter and sugars together for 2 minutes until combined.
Add the vanilla and milk and beat until fluffy and light.
Add the flour to achieve the cookie dough texture. You can adjust with sugar or milk as needed.
Fold in the chocolate chips.
Apple the cookie dough frosting to the top of the cooled cupcakes.
Top with mini cookies and more chocolate chips.
