Add the mini marshmallows and butter to a microwave-safe bowl. Heat in 20-second increments until everything is melted and smooth.

Add a bit of the blue food coloring and stir. Add as much as you want to achieve the blue coloring that you want.

Add the marshmallow mixture to the popped popcorn. Toss to coat.

Add the cookies and toss to mix.

Add the candy eyes and serve!
