Instructions
Preheat the oven to 350 degrees and line the cupcake pan with liners.
Add the cake mix to a bowl, and mix in the water, oil, and eggs. Use a mixer at medium speed.
Pour the cupcake batter into the liners at 2/3 full.
Put the pan in the oven and bake for 18-20 minutes. Let the cupcakes cool.
Add 1 tsp water and the food coloring to the coconut. Mix. Spread it on a parchment-lined baking sheet. Let it dry.
Add frosting to a piping bag and frost the cooled cupcakes.
If you want to add a basket wrapper to the cupcakes, you can do that now over the other liner.
Frost the cupcakes and then roll the cupcake top in the coconut.
Add 3-4 jelly beans and a sour straw as a handle.
