Preheat your oven to 350 degrees lightly grease two donut pans with cooking spray. Or, preheat your mini-donut maker.
Sift together your flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Combine milk, egg, melted butter, and mint extract in a second bowl.
Add the milk mixture to the dry ingredients and whisk together until combined.
Filling each donut cavity all the way around and about 2/3 of the way full.
Bake for 10 to 12 minutes. To check the donuts for doneness, gently touch the top of the centermost donut and see if they bounce back. If they do, they're done!
Transfer donuts to a wire rack to cool completely.
Make the glaze by whisking together the powdered sugar, cocoa powder, and milk until smooth.
Dip each donut about halfway into the glaze, flipping it over to dry on the wire rack again while you immediately top with chopped chocolate andes mint candy.
